Do You Need a Permit for a Dumpster in Augusta, GA?

The short answer

If the container sits on your own driveway, yard or private parking lot, no local government in the Augusta area publishes a permit requirement for a temporary roll-off. The rules are about public streets. If any part of the container sits in an Augusta street or on the sidewalk, the City treats it as an obstruction of the right-of-way and you need permission before it arrives.

The rule: Augusta’s right-of-way code

Augusta-Richmond County Code Sec. 3-8-12 says no obstruction may be placed in a street without a permit, and Sec. 3-8-3 requires a permit from the public works director for building material in a street, with a lamp burning on it from dark to daylight. Sec. 3-8-4 caps what a permit can cover at a third of the sidewalk or five feet of street beyond the curb, and Sec. 3-8-5 makes building refuse left in a street for more than twelve hours an offence in itself. Under Sec. 1-6-1 an unpermitted obstruction can cost up to $1,000 and 60 days, and every day is a separate offence. No fee and no maximum duration are published.

Who issues it and what they want

The request is the Engineering Department’s “Permission to Impede Right of Way” form, filed online with the Traffic Division; its list of work types includes “Place Dumpster”. It asks for the nearest address, the start and end dates, a 24-hour emergency phone number, a traffic-control detail and proof of insurance or financial security. Any lane closure needs a traffic-control plan approved at least 72 hours ahead, devices must follow the Manual on Uniform Traffic Control Devices, and one lane has to stay open. You notify the Traffic Division on 706-821-1847 at least 24 hours before the container goes in and again once it is out. Engineering is at 535 Telfair Street (706-821-2300); Traffic Engineering is at 452 Walker Street, Suite 120 (706-821-1850). Garden City Dumpsters knows the process and can help you assemble the request.

What it costs to skip it

Up to $1,000 and 60 days per offence under Sec. 1-6-1, with each day the container sits there counting separately, and the City can have it removed. A container blocking a downtown or Olde Town street without the traffic-control detail in place gets reported fast. Given the price of a rental, the maths is simple: keep it on private property or file the request first.

Demolition jobs have their own permits

A right-of-way request is not a demolition permit. Demolition in Augusta goes through Planning and Development at 535 Telfair Street, Suite 300, (706) 821-1796, with License and Inspection on (706) 312-5050 and applications through the City’s CityView portal. The City asks for a residential demolition to be completed within 45 days of starting, for the licensed disposal facility to be named on the form, for utilities to be disconnected, and for an asbestos survey and a notice of intent to Georgia EPD (404-363-7026) before work starts; Code Enforcement inspects on 706-312-5049, and the City publishes a flat demolition fee, so confirm the current amount when you apply. In the Downtown, Summerville and Olde Town historic districts the Historic Preservation Commission must issue a certificate of appropriateness before any demolition. In Columbia County the demolition permit is $80 through Development Services at 630 Ronald Reagan Drive in Evans, 706-868-3420.

The towns around Augusta are different

Columbia County publishes no dumpster permit for the street or for private property, so Martinez, Evans and Appling come down to your driveway and, in the subdivisions, your HOA covenants. Grovetown’s code requires every construction lot to keep a container of at least ten yards on site rather than in the street. Harlem requires a city permit for any street obstruction. Hephzibah and Blythe publish nothing. Across the river, North Augusta requires written notice to the Public Safety Director at least two hours before anything sits in a street, park or footpath, and again when it comes out; Aiken bars leaving an object in a street or right-of-way except as part of a city-permitted construction project, capped at twenty feet from the pavement; and unincorporated Aiken County (Graniteville, Clearwater) requires the county administrator’s written permission for anything on county property, with many streets being SCDOT roads that have their own encroachment permit. Our service-area pages give the details and the phone number for each one, and where a place publishes nothing we say so rather than invent a rule.
